Right to Petition

Answer: NO!

Question... Does a member have to ask a local Aerie officer a question before calling Grand Aerie or someone else? NO! They can call whoever they want as long as they are not disruptive or to an outside agency.

It is basic to Fraternal Law that each member has the right to petition to the officers of the Local Aerie or other national or inter­national officers. (Appeal No.492)

While it is true that all members of the Fraternal Order of Eagles have a right to petition officers at each level, that right is not without some limitation. Where an individual member’s actions are so disruptive of the orderly administration of the Local Aerie reasonable limitations upon that right may be imposed.

Contacting Outside Government Groups

The proper means by which a member may raise his concerns about club or function operations is by inquiry through the Aerie officers or at an Aerie meeting. When a member circumvents this proper procedure, and instead reports directly to governmental authorities without any explanation of the reasons, it suggests and improper motivation in his actions.
