Question: Do you have to let the public play Queen of Hearts? Answer NO.

 
There are no laws, rules and or regulations that state you have to let the public play Queen of Hearts. There is a law that says you have to let the public play Bell Jar but the Fraternal Order of Eagles are exempt per the attachment. SEE LETTER CONCERNING THIS FROM RACING AND WAGERING (PDF)
