Grand Aerie Cursory Audit Changes The Grand Aerie has changed the cursory audit to a survey form. Here's the new form (PDF) Thanks Ed Gradwell.
We’re authorized to do a survey!?!? Do we need a change in the statute to change the wording from audit to survey?
Section 35.3. Each State or Provincial Aerie shall have power to regulate its own internal affairs in such manner as it shall see fit not inconsistent with the Constitution and Statutes of the Order. Each State or Provincial Aerie shall at all times be amenable and subject to the supervision and control of the Grand Aerie and its properly qualified officers. No State or Provincial Aerie shall have or exer­cise any legislative, executive or judicial functions except concerning its own internal affairs. It shall have no jurisdiction over the internal affairs of Local Aeries of which it is composed except that it shall be authorized to conduct an annual cursory audit of the Local Aerie using a form provided by the Grand Aerie. Each State or Provincial Aerie shall have the power to fix by provisions in its By-Laws the amount of annual Per Capita Tax for membership therein.

Ken Morrissey
Ken Morrissey
GRANVILLE -- Kenneth "YoYo" Morrissey, passed away on Saturday, Oct. 15, 2011, at Indian River Health Care Center.
Born on Dec. 28, 1929, Ken was the son of the late Thomas and Eleanor (Kokoletsos) Morrissey. In addition to his parents, he was predeceased by his wife, Nancy (Hallenbeck) Morrissey; his son, Kenneth Morrissey; his brother, Thomas Morrissey; and his sisters, Patricia Jones and Carol O'Leary.
Ken was a long time member and past president of the Fraternal Order of Eagles No. No. 2486 in South Glens Falls. He was employed as the bar manager for more than 20 years at the Eagles in S.G.F., and was the past president of the New York State Aerie Fraternal Order of Eagles organization. He was also a member of the Benevolent and Protective Order of Elks Lodge No. 81 in Queensbury. Ken served his country in the U.S. Air Force.
Survivors include his daughter, Trudy LeBlanc and her husband, Edward, of Lisbon, Conn.; his sisters, Beverly Whitaker and Barbara Pennell; his brother, Gerald Morrissey and his wife; his grandchildren, Melissa Reed and her husband, Jason, of Lisbon, Conn., Regina LaMotte and her husband, Ralph, William Sherman, Danielle LaFreniere and her companion, Richard, of Lisbon, Conn., Jamison Moore, and Shane Morrissey and his wife; his great-grandchildren, Erica Reed, Nicholas Reed, Kristin Lamb, Kenneth Lamb, Keith LaMotte, Alyssa Sherman, Cody Sherman and Caleb Moore; as well as several nieces, nephews and cousins.
Friends and family may call on Tuesday, Oct. 18, 2011, between noon and 2 p.m. at M.B. Kilmer Funeral Home, 136 Main St., South Glens Falls, NY 12803. Online condolences may be posted at kilmerfuneralhome.com. A funeral service will be held at the funeral home on Oct. 18, at 2 p.m., with the Rev. Anthony Childs, pastor of St. Michael's Church in South Glens Falls, officiating. Burial will take place in St. Mary's Cemetery in South Glens Falls. Ken's family would like to thank the staff of the Indian River Rehabilitation & Health Care Center in Granville for the care and compassion shown during the time he was in their facility.

James H. Russell 1928 - 2011 Grand Aerie Hall of Fame, Past Eastern Regional President, Past New York State President
Born on August 10, 1928,
Jim became a member of the Rochester Aerie No. 52 on March 18, 1976. Four years later (1980) he became the Rochester Aerie President. Eight years later (1988) Jim became a New York State Aerie President then he was elected as the Rochester Aerie Secretary. In 2001 Jim was appointed Eastern Regional President and shortly after that became a member of the Grand Aerie Hall of Fame. In recent years he was also the Trial Committee Chairman in the Horseheads Aerie No. 3818. Jim was assigned into many Aerie’s as a Grand Aerie Rep and Agent. His wife Ann was often with Jim whenever he traveled. Jim passed away on Wednesday October 5, 2011. Condolences may be sent to his daughter Cyndi; Mrs. Gary Decker, 25 Weather Wood Lane, Rochester, New York 14612

I am sending two important announcements to all secretaries and bulletin editors. Please share with members on behalf of the Marketing and Information Technology teams at Grand Aerie Headquarters.
FOE MEMBERS-ONLY WEB At the Convention last week, we introduced a new members-only website for The Fraternal Order of Eagles. We are now working to spread the word across the jurisdiction, and encourage you to help us get all members registered. Our goal is to be able to share more information and useful tools with all members in a more secured setting. For example, on the new site you will find a listing of officer biographies and photos ready to download for your needs. This is just one example of the customer-service oriented improvements we have made and will continue to make. Attached is a document that describes how to access the site. You must be a member in good standing to register. Because the site it tied directly to MMS, if a member is dropped, he/she will no longer have access. We are simply ensuring that the people visiting are actually members. PLEASE NOTE the following important points. There will be no need for members to learn a new web address. The login link for the members-only area is located on the top right corner of our current home page, www.foe.com. Click “Members-Only Login” to begin your tour. Content on foe.com will not be removed at this time. We are working to support this change by taking carefully planned steps. We will begin to delete content up front on Aug. 15, but will start with the least visited items first. A temporary link will be in place of removed content to direct our members to the new area. In the end, the "front end" of foe.com will offer just general information for those interested in our organization (a public marketing presence). All member tools and information will be slowly relocated to the members-only area by the end of this year. In addition to sharing with your members, please feel free to offer feedback to us. Our goal in design was to make it easier for you to locate the information you need. If you find something difficult, or something doesn’t make sense, please share. Your input is valuable! For any help with registration, logging in, or any web related matter, please contact us at: websupport@foe.com We are ready to answer your questions and assist you in this transition.
HELP US SUPPORT THOSE WHO SERVE! Among our many programs is Operation Eagle, through which we deliver needed goods to active military members during the holiday season. July is Operation Eagle Nomination month and we encourage all of our Aeries and Auxiliaries to nominate Eagles or immediately family of Eagles who are currently serving the United States or Canada to be recipients for the 2011 Operation Eagle Program. Each year The Fraternal Order of Eagles donates thousands of pounds of goods to troops overseas. The program has been met with great appreciation from many soldiers currently serving and we hope to make this year’s shipment even bigger! Nomination forms can be found online or you may contact us: marketing@foe.com. Recipients will be announced at a later date, and then we will make a call for your donations. § 126. Persons forbidden to traffic in alcoholic beverages. The following are forbidden to traffic in alcoholic beverages: 2. A person under the age of twenty-one years.

Persons under 18 years of age may be permitted to attend games of chance license periods at the discretion of the games of chance licensee, but shall not be allowed to participate in the operation or play of any game or games of chance. One or more signs restricting participation of persons under 18 years of age shall be prominently displayed in each playing area.
5622.3 Restriction on participation. No person shall assist in the management of games of chance except a bona fide member of the licensee. No person shall assist in the operation of games of chance except a bona fide member of the licensee or a bona fide member of an organization which is an auxiliary or an affiliate of the licensee. No person under the age of 18 years shall be permitted to assist in the conduct of games of chance or participate in the play of any game or games of chance. For the purpose of the sale of tickets for the game of raffle, the term "operate" shall not include the sale of such tickets by any person with a blood relationship or affinity with a member of an authorized organization licensed to conduct a raffle. Nonmembers may assist the licensee in any activity other than managing or operating games of chance

New York State Aerie Convention Golf Tournament. There is some questions about the $ 85.00 price for the golf at this years State Convention. I'm not sure we can negotiate the price any lower as the going tournament price in this area is $ 125.00 +. The price includes the festivities at the Aerie in the evening. We'll continue to work on it to come up with the best price possible. There will be more details at the Spring Conference in Cobleskill. Thanks Dave Cook

Ed Lanning is in the hospital in Intensive Care in Critical Condition. He has Pneumonia that has leaked into his bloodstream and put him in septic shock. He is doing a little better now, but still on ventilation and sedated. Please keep him in your prayers. I just got this in from the Governors office. Any family member in a nursing home with part payment coming from the county, should be concerned.

In most counties, Medicaid costs alone account for more than half of the entire county tax levy. To reform the system, Governor Cuomo created a Medicaid Redesign Team. The Team -- comprised of health care professionals, stakeholders, and legislators -- was charged with reducing costs and improving patient care. The Team held open meetings throughout the state and reviewed more than 4,000 ideas from team members, outside health care professionals, and citizens. Last week, the Team accomplished their goal, submitting an unprecedented consensus plan that meets the Governor’s budget target and saves over $2.3 billion. What’s more, under the plan, one million New Yorkers will now have access to an innovative "patient-centered" medical program, making New York the national leader in providing this type of personal care. Today, the legislation to enact the plan was submitted to the Legislature to be included as part of the Executive Budget. Ellen F. O'Neil went to be with her Lord on Monday, February 28, 2011.
She was predeceased by her parents, Kenneth and Helen Ely; two brothers, Art and Daniel Ely. She is survived by loving husband, Daniel; children, Edward Fish, Debora and Joe Gathney, Gregory and Andrea Fish, Bret and Mary Fish, Jill and Rob Bobik, Ty Fish and fiancee, Ashlee Krause; grandchilden, Jason, Nicholas, Matt, Shannon, Michael, Steven, Kylie, Shanel, Brandi, Shane, Ty, Zack, Skyler, Natasha, Bryden; great-grandchildren, Jordan, Anastasia, Amirah; siblings, Violet, BettyAnn, Margaret, and Sharon. She was an Eagle for 43 years and was past President of the Eagles Club in Binghamton, as well as former President of State Eagles. She was a devoted loving mother and grandmother. Heaven is a better place. A funeral service will be 11:00 a.m. on Thursday, March 3, 2011, at the Wm. R. Chase & Son Funeral Home, 737 Chenango Street, Port Dickinson. The family will receive friends from 10:00 a.m. until the time of service on Thursday at the funeral home.

Plumadore, TROY Joseph "PaPa Joe" Fransis Plumadore, of Troy Visit Guest Book

   Joseph Plumadore, of Troy, was called home to the Lord on Friday February 11, 2011 at Albany Memorial Hospital surrounded by his loving family. Born on June 5, 1917 in Standish, N.Y., Joseph was the son of the late Newell and Laura (Carter) Plumadore. He attended school in Standish, N.Y. where he met and married his childhood sweetheart, Margaret (Charland) Plumadore, with whom he spent 71 wonderful years on this earth and now will join her in eternal life. Papa Joe worked as a crane operator with Schiabo Hudson Scrap Yard at the Port of Albany from 1941-1987. After 46 years he retired at the age of 81. He had a passion for music that he shared with family. He was happiest when playing his guitar, banjo or fiddle. He enjoyed hunting and fishing, loved singing and yodeling. He took pride in contributing to many charities. Papa Joe is survived by his eight children, Joseph G. (Gerry) Plumadore Sr., Barbara "Sue" (the late Joe) Derkowski, Mary Lou Plumadore, James C. (Jean M) Plumadore Sr., Linda (Eddie) Gorski, Robert (Marsha) Plumadore I, John M. (Kathy) Plumadore and Gary "Neaks" (Melody) Plumadore; 24 grandchildren; 34 great-grandchildren; two great-great grandchildren; two brother-in-laws, Robert (Shirley) Charland, Vince Francese and many nieces and nephews. He was predeceased by two grandsons, two great-grandsons, three brothers and six sisters. Funeral service at St. Joseph's Church, 416 Third Street, Troy. If you know any woman currently undergoing chemotherapy, please pass the word to her that there is a cleaning service that provides FREE housecleaning - once per month for 4 months while she is in treatment. All she has to do is sign up and have her doctor fax a note confirming the treatment. Cleaning for a Reason will have a participating maid service in her zip code area arrange for the service. This organization serves the entire USA and currently has 547 partners to help these women. It's our job to pass the word and let them know that there are people out there that care. Can the members vote to smoke in the Aerie if New York State law states you can't?

NO. They have to comply with any and all New York State Laws FIRST. Only if there are NO paid person and/or employees (that means tips and drink tickets) and no other paid personnel on the property (Plumber, etc.) the New York State allow us to smoke if the members want to allow it. PGWP, Anthony Angelo passed away Monday, January 24th.
  We just found out the information regarding funeral services.  Flowers have been sent from the Grand Aerie & Grand Auxiliary Officers & Staff.  At this time, we are waiting on an address for his daughter, Lisa so that cards of condolence can be sent to her.  Upon finding out her address, we will forward that on to everyone
Friends were received from 2 to 4 and 6 to 9 p.m. Friday, January 28th.  Members of  F.O.E. Aerie No. 1188 held services at 6:30 p.m. Friday at the funeral home.  A funeral Mass will be celebrated at 10:00 a.m. Saturday in St. John the Evangelist Church, 306 St. John Drive in Latrobe, PA with the Rev. Anthony Carbone as celebrant.  Private interment at St. Mary’s Cemetery in Latrobe.  In lieu of flowers, the family requests memorial contributions be made to the F.O.E.
