Recap – New York State Legislative Session 2010

The 1st priority for 2011 legislative program is to authorize charity poker tournaments (i.e. Texas Hold ‘em).

 

During the 2010 legislative session, we actively pursued legislation to require a NYS seal or legend on bell-jar tickets and legislation to authorize charity poker tournaments (i.e. Texas Hold ‘em). Bills have been introduced, discussed and revised to accomplish these goals. At this time, these bills are in relevant committees. Meetings with legislators, staff, State agency personnel and other stakeholders are ongoing.  Summaries of these bills and a list of other bills of interest are set forth below.

 

Charity Poker

S.767-B by Senator C. Johnson/A.8832-A by M of A DelMonte: Allows authorized organizations to conduct poker tournaments.  This bill, which is CONPOR’s highest legislative priority, was amended on June 23, 2010 in an effort to address legal and technical concerns that were raised by the Racing and Wagering Board. The legislature was reluctant to consider the bill (which is both controversial and technically complex) due to the lateness in the session and it died in the Senate Committee on Investigations and Government Operations and the Assembly Racing and Wagering Committee. We will continue to pursue the bill during the off-session in an effort to achieve passage when the legislature returns in January of 2011.

 

Bell Jar Tickets - NYS Seal

S.7165 by Senator Adams/A.10859 by M of A Pretlow: Requires NYS legend to be imprinted on bell jar tickets. CONPOR has supported versions of this bill for the past several years, as it could cut down on the proliferation of illegal bell jar tickets; particularly at locations that are near state borders. During the past session, CONPOR assumed more of a neutral position because of concern expressed by ticket manufacturers that the bill, if passed, could inhibit bell jar ticket sales and because a diversity of opinion may have arisen on the bill within CONPOR. The bill passed in the Assembly and died in the Senate Racing, Gaming and Wagering Committee.
